A comprehensive report by the respected Brookings Institution revealed that while most major American cities have adopted Climate Action Plans (CAPs), they are falling short in establishing substantive benchmarks and reporting.

According to the Brookings report, just 32% of the 50 biggest cities with CAPs have detailed benchmarks and reporting.

Recent federal legislation has started to incentivize the adoption of Climate Action Plans by cities and states, but that legislation failed to establish clear guidelines for just what those CAPs should contain.

With the vast majority of smaller cities lacking even one of these superficial CAPs, Roadmap GTS is doing its part by providing strategic guidance to cities of all sizes to implement practical, data-driven Climate Action Plans.
